Dandong City Foreign Trade And Economic Cooperation Bureau Held A Press Conference

I am Gao Mingxiong, deputy director of the Municipal Foreign Trade and Economic Cooperation Bureau.

The Municipal Bureau of foreign trade and economic cooperation is the main management department of the foreign-related economy in the city, undertaking the management and service work of the city's foreign trade, foreign capital utilization and foreign economic and technological cooperation, as well as guiding and coordinating the functions of the city's opening to the outside world.

Next, I will introduce the key work and major work measures of our bureau in 2015 on the basis of the work function of the Municipal Bureau of foreign trade and economic cooperation.

1. Key tasks in 2015

One is to ensure that the export of the city's export is 3 billion 170 million US dollars and an increase of 11.8%.

Two is to focus on the introduction of the world's top 500 and industry leading enterprises to work hard, high quality to carry out investment activities.

Three, we should take an active part in the "one belt and one way" strategic cooperation and constantly increase the "going global" effort.

Four, we should speed up the building of the platform for opening up to the outside world and actively expand the new space for the pformation and development of foreign trade and economic cooperation.

Two, 2015 main work measures

This year, the Municipal Bureau of foreign trade and economic cooperation will take the following 10 measures to ensure that the four key tasks I have just mentioned have been fully completed.

1., strengthen the service to key enterprises.

Last year, we allocated the 120 key foreign trade enterprises in the city to the leading members of the Municipal Bureau of foreign trade and economic cooperation.

This year, we also need to select about 20 enterprises from 120 enterprises, and the rest of them will be helped by the leaders of the foreign trade and Economic Cooperation Bureau.

For every enterprise, we must work out targeted and operable measures and measures to ensure that the package is in the end.

2., continue to strengthen the construction of export bases.

It is required that every county (city) and district should set up a municipal export base with local characteristics based on their own realities, and strengthen guidance from product development, brand cultivation and market development, so as to form industrial agglomeration effect and export influence as soon as possible.

On this basis, the Municipal Foreign Trade and Economic Cooperation Bureau should actively help Fengcheng's auto parts and Donggang strawberry export base to upgrade to a provincial export base.

3. make good use of the three e-commerce platforms.

At present, foreign trade through e-commerce has become an international common means.

On the one hand, we can build a commercial marketing network covering the whole world with the help of the electronic business platform. On the other hand, we can also find an ideal trading partner through the electronic business platform.

Therefore, we will continue to do a good job in the promotion of e-commerce platform, focusing on making good use of Dandong's foreign trade public service platform.

Even Mike group's equipment era network and China north economic and trade electronic platform continuously improve the ability and level of enterprises to use e-commerce platform to develop foreign trade.

4. vigorously promote the export processing business.

First, we should continue to strengthen communication and coordination with the General Administration of customs, and strive to enable more textile and garment enterprises in Dandong to obtain the qualification to go to the DPRK.

The two is to speed up the construction of Dandong exit processing park, make full use of the name card to increase foreign investment, attract famous domestic brands and large garment enterprises to settle in Dandong, and strive to make textile and clothing one of Dandong's pillar industries.

5., continue to intensify efforts to expand international markets.

At present, the export market of Dandong is mainly concentrated in Asian countries and regions, and the way to develop other overseas markets is not flexible enough.

In 2015, while developing major markets such as DPRK, Korea, Japan and the United States, we also need to vigorously develop Latin American, African, Middle East, Russian and Eastern European markets, organize and guide the foreign trade enterprises in the city to strengthen product promotion and expand export.

6., efforts should be made to strengthen and improve investment promotion.

Although the provincial government has no longer assessed the utilization of foreign capital indicators this year, we believe that the use of foreign capital is still the most important indicator of a region's openness to the outside world.

Because the entry of foreign capital can bring us not only foreign capital but also foreign advanced technology, advanced management experience and foreign market.

So this is our front.

We will continue to highly understand the use of foreign capital, and the general requirement is "strength can not be reduced and quality should be improved".

In this year's work, we will focus on the world's top 500 and leading enterprises in the world on the basis of elaborately wrapped up investment projects. We will strive to introduce a number of major projects and high-end projects with high technology content and strong influence ability, and actively strive to complete the provincial department's guiding work goal of utilizing foreign capital for us $400 million.

7., we must vigorously strengthen foreign economic and technological cooperation.

First, actively participate in the construction of the economic corridor in China, Mongolia and Russia, and vigorously promote the preparatory work for the construction of the railway access channel from the beginning of Dan Donggang to the Qiao Ba mountain in Mongolia.

The two is to help Dandong port make good preparations for investing in shipbuilding, grain processing, wood processing and other projects in the Far East of Russia.

Three, we should actively promote the construction of the Dandong China business park, which is invested by Namibia Zhong Na Industrial Co., Ltd. to help enterprises declare relevant state support funds and push forward.

And enter the park at an early date with bonded warehousing projects.

Four, we should actively guide enterprises to carry out overseas investment layout and promote entry into the implementation stage as early as possible.

Key projects include Shuguang group's investment in automobile manufacturing and assembly in Russia, Western Asia and South America.

Layout project, Dongfang TT & C group invested in R & D center project in the United States, northern Shan Qi Limited invested in Nicola comprehensive bonded Park project in Russia.

8., we must speed up the building of the platform for opening up to the outside world.

First, we should vigorously promote the declaration of Sino Korean inter city trading area.

At present, the implementation plan of the DPRK mutual trade zone has been reported to the municipal government. Next, we must closely follow the progress of the declaration, and strive to complete the declaration work as soon as possible.

At the same time, we should immediately start investing abroad and vigorously introduce domestic and foreign businesses.

Enter the park to build Dandong's trade brand with the DPRK.

Two, we should strive to launch the planning, demonstration and declaration of Kuandian border economic cooperation zone within the year.

Three, based on the Donggang bonded warehouse, we will carry out in-depth planning and argumentation, constantly improve the functions of warehousing, logistics, export processing and international trade, and strive to start the declaration work of Dandong comprehensive bonded zone within the year.

9., we should make full use of relevant policies of the state and the province.

As for the work of foreign trade and economic cooperation, the central government and the provincial government have some supportive and encouraging policies. However, according to our situation, a number of enterprises do not enjoy policies because they do not understand policies. Therefore, we should help enterprises to make good use of policies as a priority work this year.

First, we should strengthen the propaganda of policies, interpret the relevant policies of the FTA between China and Korea, publicize the knowledge of e-commerce platform, and publicize the relevant policies of export credit insurance.

Two, we should actively help enterprises make effective use of national policies to win subsidy funds.
