Hongkong Civil Service Pay Rise Inflation Level

Hongkong Pay Trend Survey Committee released 19 pay survey report on 2011.

After the deduction provided by the Bureau, the lower level civil servants are expected to raise 5.16% this year, 6.16% in the middle level and 7.24% in the senior level, which is expected to exceed 5% this year.

The survey showed that the average salary adjustment for employees surveyed during the 12 months from April 2, 2010 to April 1, 2011 was as follows: the lower salary scale (employees earning less than HK $15875 a month) rose by 6.14%; the middle-level salary scale (employees earning 15875 yuan to 48670 yuan a month) rose 6.98%, and the upper salary level (monthly salary of 48671 to 96885 yuan employees) increased by 7.90%.


The findings of this survey are only preliminary data and need to be examined by the Committee in May 26th.

Upon confirmation, the findings will be submitted to the authorities.

In accordance with established practice, the authorities will consider the findings of the investigation.

Pay trend

After determining indicators and other relevant factors (such as the economic situation in Hongkong, the government's financial situation, changes in living expenses, the requirements for salary adjustment and the morale of civil servants), the civil service pay adjustment ranges from 2011 to 2012 were determined.


A spokesman for the Civil Service Bureau subsequently issued a comment on the findings, which indicated that the Pay Trend Survey Committee will confirm the general trend of pay trend at next week's meeting.

After that meeting, the government will deduct the expenditure on civil service increments from 2010 to 2011 in terms of the total pay trend indicators, so as to arrive at the "pay trend net indicator".


According to the calculation, after deducting the percentage of incremental pay to the total salary expenditure of civil servants (i.e. "incremented salary"), the expected salary increase of the civil servants at low, middle and senior levels is 5.16%, 6.16% and 7.24% respectively.


Hongkong's overall inflation rate was 3.8% in the first quarter of this year, and the Hong Kong government estimated its annual inflation forecast to be 5.4%.

Guo Zhide, senior vice chairman of the Senior Civil Servants Association, is optimistic about the future salary increase. He believes that it can reflect the actual growth of Hongkong's economy and cope with inflation, and it will help improve the morale of civil servants.


Ni Xishui, the representative of the Hongkong disciplined services rank Committee, said that the results were in line with expectations and believed to help boost morale.
