In fact, according to the regulations of the State Council on housing provident fund management, state organs, state-owned enterprises, urban collective enterprises, foreign-invested enterprises, private enterprises in cities and towns, other urban enterprises, public institutions, private non enterprise units and social organizations should register for housing provident fund registration within 30 days after establishment, and open accounts within 20 days after registration.

Not only 2/3 units have not paid the provident fund, but even in 1/3 of the registered units, the arrears are also very serious.

According to the announcement, by the end of 2009, the amount of arrears of registered units in Shandong alone had reached 1 billion 98 million yuan.


Reporters learned in the interview that many institutions pay five risks and one gold for workers. They implement two policies, that is to say, they are paid in full, rather than the base of the staff. The housing provident fund does not pay directly. Liu Na, who is working in public institutions, is one of them, because he is a non staff member, so the unit only pays pension insurance and medical insurance. Although the same work is done, the provident fund has never enjoyed it.


Does it mean that the cost of housing provident fund management regulations is so low?

This is not the case. According to the regulations, no registration is required for the registration of the deposit, and it is ordered to exceed 10 thousand yuan or less than 50 thousand yuan.

If the overdue or less paid housing provident fund is ordered to be overdue, it may apply to the people's court for compulsory enforcement. This seemingly tough rule has been subjected to soft enforcement in the place.

Zibo housing provident fund management office staff also expressed the same view.

In addition, the administrative rules and regulations promulgated in 2002 need to be improved, which is the reason why the housing provident fund has met with a cold shoulder.
