Yuen Chau Town Government Environmental Protection Office official told reporters that after the waste oil was discharged into the sewer, it was discharged from the water pit.
About 10 meters away from the water pit, there is a leather processing plant. On the left lawn of the factory gate, there are two sewer wells. The grass around the well covers is black. Several workers are removing these contaminated turf. On the 13 day of the interview, the reporter saw two oil tankers parked at the sewer, and a large tubing was extended to the well cellar, pumping oil from the tanker. At that time, a man who was pumping oil told reporters that the factory had arranged for them to pump oil.

Subsequently, the law enforcement officers entered the factory and found that the source of the sewage was a heavy oil depot. The heavy oil depot is actually a large oil tank. There is a pool below. The pool has been covered with a layer of sand about 30 centimeters thick. Law enforcement officers inspecting sewers found that a black oil stain had accumulated on the inner wall of the sewer.
Mr. Liang, director of the plant, explained that when the oil tanker was pported to the oil depot, there would be a small part missing in the pool, and accumulated a lot of heavy oil around the oil depot. Heavy rain continued to pour the heavy oil into the sewer, and then to the sewage outfall outside the factory. "Heavy oil is the fuel of a leather factory boiler, and 1 tons of heavy oil is more than 4000 yuan. If it is not an accident, who will be stupid enough to drain into the sewer." Mr. Liang has repeatedly explained that this is an accident. In order to prevent a similar accident, the factory has built a metal canopy on top of the heavy oil storage.
FlavioCosta, a foreign manager of the factory, also explained another case. Heavy oil was found to contain too much water when heavy oil was used by workers. Therefore, drainage was carried out. Flavio said the plant is fully responsible for the incident and will strengthen management in the future to prevent similar incidents from happening again.

The City Environmental Protection Bureau and the Boluo County Environmental Protection Bureau law enforcement officers after the scene investigation found that the leather factory has heavy oil leakage to drain the fact, the factory also has no objection. Law enforcement officers then reviewed the environmental assessment documents, environmental approvals and other relevant information of the plant. The environmental protection department of Boluo county will further investigate and collect evidence and make corresponding administrative penalties according to laws and regulations.
Law enforcement officials also asked the factory to clean up the leaked oil and make relevant measures to prevent similar accidents.
